If I have 100 points, can I trade them all for food tokens and take my score down to 0 and get 300 food tokens? There aren't that many in the game. What happens when you run out?

I think what you are referring to is when you win an auction and don't have enough food to pay for it then you can trade points for food. The relevant section in the rules is on page 9, and it says:
A player may receive 3 Food chips from the main supply in exchange for moving back one space on the Success track. The bid winner can move back a maximum of two spaces and only has this option when he wins a bid for a card and does not have enough Food chips to pay the auctioneer. The bid winner may move beyond the “1” space if necessary.

From reading this, it's pretty clear that you can only do this a maximum of two times (meaning two points for six food), and only in the context of not being able to pay for your auction.

Hope that helps.
