Does anyone have any ideas for a good replacement effect for France's level 2 effect to retain the proper difficulty if you intended to play against France with the base game?

Event cards are intended to be difficulty neutral. That is, each event should not make you any more or less likely to win on average. You could just play with the event deck, but ignore the text on all event cards you draw except for Slave Rebellion (which is all upside).

The effects of that card involve Strife. You could just use a few random tokens from some other game as Strife tokens (Strife rules: Strife is put on a single Invader. The next time that Invader would deal damage to the land and/or Dahan, it does 0 Damage.)

Alternately, you can just omit Event Cards altogether and accept a slightly more difficult game - likely +1 Difficulty, perhaps slightly less.

Well, as is the event lets you - at least - destroy at least a town, place a strife and deal some damage on every board every 3 turns. Pretty destructive, probably at most 3 times in the game.

So, perhaps when there are 3 invader cards in the discard pile, remove them and deal twice the current invader deck number in damage to invaders on each board (or just a flat 3 damage to keep it easy). Or 2 damage + 1 per Dahan. However you want to do it. Pretty simple, keeps to the theme well.
