Ok, so here's my question. Looking at the "Jet Club" permanent evolution for both KoT and KoNY there's a slight but seemingly important difference.

For KoT the evolution gives you an automatic extra claw if you are in Tokyo, which seems perfectly fine.

For KoNY you have to take out a jet before you can play the card, also fine, but once you play it you get an automatic extra claw added to your roll. But there's nothing to specify that it only happens when you are in Manhattan.

Is that right? The KoT version makes perfect sense, but in NY it seems like playing that evolution could be a serious risk. An extra claw is great if you're in Manhattan, or if you want to be in Manhattan, but if your health is low a trip to Manhattan can be suicide, and with this evolution you could easily get into a situation where you're forced to do exactly that.

So is the extra claw supposed to be limited to Manhattan? The extra requirement to destroy a jet would then make the card weaker than its KoT counterpart. Is the extra claw meant to be optional? That would remove the forced suicide risk, and the jet requirement kind of makes up for the added power. Maybe add a claw OR a destruction?

Has this come up as an issue for anyone? And if so, how did you handle it?

The [claw] is added every single turn.
The NY version is a more 'risk/reward' type of card.

you get the claw permanently, as someone else put it when I asked for this clarification:
King Kong grabs a Jet and attacks with it, hence the extra damage.

You can use the extra claw even if you are outside of Manhattan.

But I do see how if you're low in health you want to refrain from attacking.
