After a defeat in battle a force has lost a leader (dead, wounded, etc.) and must retreat, but the command rating of the remaining leaders is less than the number of corps.
Can all force retreat? Only a number of bodies equal to the command rating of two leaders? Are the others eliminated?

Retreat after battle is normally all troops that were in the battle (with one corps potentially becoming a garrison).

This is different from AVOID, where only a number of corps equal to command rating of 2 leaders can move.
