1) Can the dog carry a victim through an opened/destroyed window?
(I suppose: no/maybe)

2) Can it use the elevator?
(I suppose: no)

I don't see why not. (But only on the ground floor - it can't use ladders.)

It can't operate the elevator, but it can get in and ride if someone else operates it (i.e. opens/closes the doors).

I would say no on using open windows, as the dog would need to somehow pull the victim up and through the window. This is much harder physically than pulling along the floor through an open door.

Hallo Carsten,
the dog character card is quite explicit, that the dog can ONLY do actions as named on the card. So that is a definite No on the elevator question. It can drag/carry victims though and I haven't seen a rule that states that you can't carry a victim through a window in general. So, I would give this a yes, you can.

Okay, thanks to all.

For once, I would go for the "thematic" answer to the open window question. But hey, it is an open way.
