Are there any restrictions on Cautious Generals making an interception attempt?
I did not find anything explicit in the rules that says so, but I feel like Cautious Generals should at least have a negative DRM modifier when attempting to intercept (or maybe not be allowed to intercept at all?).

There are no restrictions - cautious generals can intercept just like any other general.

My take is that they will spring to action when needed, but need an extra push to take their own initiative.
