Im thinking something like collecting items/resources for your "shelter" that has a fallout type of feel too it. Any suggestions?

It's not Fallout themed, but Dead of Winter: A Crossroads Game requires you doing this in the face of a zombie apocalypse.

The video game, This War of Mine: The Board Game did this and it received a got a boardgame emulating the game. I have not played this to be sure if suits your request, but you might look at the video reviews.

It feels like fallout shelter with some scavenging built in. Wonderful game. My 11 year old loves it too, so family game... bit to learn at first but then smooth sailing...

Salvation Road is roughly inspired by the 'Mad Max' setting. You play a group of people holed up in a post-apocalyptic compound scavenging around for enough supplies to survive and hit the road - hopefully making it all the way to the rumored safe haven city of 'Salvation' with enough left over to pay the toll to enter.

There are a lot of great recommendations here already, so I will step outside the theme you were looking for only a bit.

Robinson Crusoe: Adventures on the Cursed Island is a great survival game with resources and a shelter. It's a coop set on a deserted island, so it isn't post apocalyptic, but it might have that feel you want.

I could also suggest First Martians: Adventures on the Red Planet, but that is going a bit more off the rails (it is a lot like Robinson Crusoe).

Honestly though, I came to suggest Dead of Winter.

This War of Mine is something I haven't played, but the video game was similar. Not sure there.

For a fallout feel, why not just go with Fallout
+1 for Dead of Winter: A Crossroads Game

You might check out a play through of Defenders of the Last Stand.

There is so much you can do in that game; it's far more than just fight the bad guys.

The Fallout board game is actually quite enjoyable, but it has less of a survivor feel and more of an explore feel, IMO.

There's also Arctic Scavengers.
