There were a few times that during the Emperors turn, they became either shaky or not shaky anymore due to something that happened on their turn. For example, if a card event causes them to lose MP, which then in turn causes their dynasty to become shaky. Or, on the other hand, the Emperor does something during an action to go from shaky to not shaky anymore.

When are the number of AP determined? Is it before anything happens on their turn (before they get their VP at the beginning of their turn), and it doesn't matter after that? Is it right before they take any actions but after a card event that it's determined? Is it as soon as they become either shaky or not shaky anymore due to an action they took that they might lose or gain an action for the rest of their turn?

At the beginning of the turn. If the Emperor becomes shaky mid-way through their turn, it doesn't retroactively decrease the number of actions available. If they become unshaky mid-way through the their turn, it doesn't retroactively increase the number of actions available.
