Title speaks for itself. I see coin being mentioned in the rulebook as an option for the fuel of negotiations, just like you could make a promise (not) to move somewhere for instance. But are players allowed to give each other Ronin tokens (outside of the war phase of course)?

Yes, you can use both Coins and Ronin to bribe people.

I just wonder, if you lose all your Ronins and coins at the end of each season, how are you going to trade Ronins during the tea ceremony? Non-biding deals?

As stated, no deals are binding. But you can trade throughout the mandate/kami phases, too, so you can trade ronin then.

I thought a deal like 1 coin for 1 ronin was binding if it could be accomplished at the time to prevent someone from saying here's the coin and then not giving the ronin. I was under the impression only deals that are contingent in the future are non binding.
