That's it,games like mage knight or dungeons & dragons where you can draw "event cards" which randomly could give you quests. Something like the random events in open-world videogames?

Return of the Heroes does this with chits and tokens very well. You have a main quest and lots of little side quests to help you level up on the way to defending the dark lord in their tower. If you add the dragon expansion then you have more options as you can opt to slay the dragon or the dark lord as a main quest and more side quests are added.
