there is actually two ways of putting the borg out og the game. If you get a ship to the hub you can block the borg from getting any cubes through. pass all you turns And then you Will have enough cultur tokens to win .

Or you can try and make sure all system close to the home system have used all possible Lane connections So the borg cant connect to anything and well thats it space is blocked for the borg Not sure gf9 thought this borg exspansion properly through.

becouse the hub is a system and you vant move in to a system were there is a rival ship?

You can't move there, but nothing says they can't spawn there. In the very least, any existing cubes can still come and wreck your fleet if you are just sitting there and not advancing anything.

Hmm okay that makes sense as spawning is not the same as i move and nothing says a cube and a ship cant be in the same sector. But then there is the second option that should stop them right?

Blocking all spacelanes isnt always possible, at least in the few turns you have before the borg can connect.
I do play that the borg will place new spacelanes as close as possible towards the intended player’s homeworld, so if the direct route is blocked, they go around to connect via another route.

The intricacies that can come up have indeed not been properly tested/regulated by GF9
