Using GCT official revised rules.

If I Force a Door, I automatically generate 1 Noise.
If I Stealth a Door, on failure I generate 1 Noise.
If Door has Bells, even if I succeed, must discard Bells and generate 1 Noise.

But rulebook says

Note: a maximum of one noise token is generated per open door action

Is this max 1 inclusive of all of the above?
I.e. zero impact to Force, but negates a successful Stealth?
