Just as the subject states, is horns enough to protect a nocturnal species from carnies?

No. Horns are only a deterrent. If there are no other choices, the carnivore MUST eat the species with horns.

I like to use Burrow and Fat tissue.

Although just to elaborate, the key question with Nocturnal feeding is “CAN a carnivore eat this species?”

Even if a carnivore will lose a population (Horns) or would need to discard a card (Intelligence) it CAN eat this species and therefore Nocturnal feeding does not apply.

Nb that if the carnivore is fully fed, or if it does not have the necessary card to discard (Intelligence) it CANNOT atack and Nocturnal can apply.
