I was thinking about a R6S game. The maps would be modular 3d printed walls, rooms. Windows could be open and barricades could be put in.
The attackers drone phase could be a card in each room face down, take one action to move between rooms and one to search, also any enemies found could havw their locaion revealed. Then after 3room searches from each drone the action phases would start. The operators couldmove the number of spaces per turn (Imperial Assault style) of their game speed times 2. Eac operator would have a 40mm mini and a play mat. barricades would be taken down by attackers in three turns (sledge would do it in one) and defenders could take them down in two goes. Each team would activate at the same time. So all the defenders then all the attackers. Each operator would have 3/4/5 actions (not sure , would need to be tested) and could move shoot thrw grenades etc. The only thing i'm not sure about is a way to represent fog of war.

The theme is interesting, but right now your action/ fighting system looks bland. Fixed action with a fixed result only work in specific games (ie chess). Write something and playtest as soon as possible.

possibly having a deck for each operator in the game and play sort of like a gloomhaven way, but with just attack, defence and moving. If you want to remove a barricade discard a card. The cards could come with costs and each weapon would add or subtract cards from a players deck. Maybe have one deck for primary weapon, one for sidearm and one for barricading grenades and special abilities.
