I have a unit which wants to claim concealment but it is in clear LOS of an enemy unit which is HIP. Does that enemy unit have to reveal itself to deny the concealment?

yes, per A12.32

A hidden unit may sacrifice its hidden status and become concealed to prevent an opposing unit in LOS from gaining concealment or to affect an enemy unit during that unit's RtPh.

So technically, it looks like it need not reveal that it is a real unit, because by having been HIP, it must be.

It does need to be placed on board to deny "?".

And it does not need to be revealed.

But the fact that it _must_ be real is immaterial.

It denies "?" by virtue of being unbroken (which includes Dummies).

Right,I was thinking about concealment stripping. But this brings up an interesting if largely inconsequential point: since Dummies are units by definition, they can be setup HIP if so allowed by SSR. The only point of HIP dummies would be to place them on the board to deny concealment gain as relevant to this thread (A12.32) or to pop up concealed when a search is done (A12.152).
