Can goals be described as set collecting and how much of an impact does that have on the game?

My wife likes set collecting and engine building and wonder if there is much of those in the game?

Yes. The goals give the game a set collection aspect. This set collection is one of a few different ways that you can score your Victory Points (VP).

At the start of each year, a goal will be revealed. This goal shows some kind of pattern that you'll need to match in order to complete the goal. If you complete the goal in a village, you gain a village token for that village. Each village token is worth 1 VP at the end of the game.

However, this is where the set collection comes in. If - at any point in the game - you collect a set of all 4 village tokens, you immediately return them to the supply and score 6 VP. Cashing in a full set of village tokens is a great way to quickly climb the score track. Collecting village tokens, while not the only way to score, becomes a large part of most players' strategy.
