Choosing Factions is very vague.
Set-up: 1-determine Speaker.
2-Choose Factions.

So, who chooses first?

I'm curious as to what other groups do?

We've always dealt 2 picked one of them.
But, I see we have been doing it wrong.

The rules are left intentionally vague so that you can decide on your own your favourite method.

Note that draw 2, pick 1 is still every player choosing a faction, so you aren't doing it wrong, you are just restricting your choices before choosing. The rules don't say you're not allowed to do that.

So come up with whatever method your group prefers the most.

Edit: Incidentally, my groups do deal 2 pick 1 too. We use the home tiles to perform the shuffle.

Right, this is one place where FFG's official position is basically "Whatever your group wants to do." Our group uses http://www.mygurps.com/TwilightImperium.html too (mainly because we like to sort all of that out at least a day in advance, via text), but shuffling and drawing home system tiles is a classic method, as is popular elimination*, bidding**, and just whining about which one you want.

In other words, however you've been doing it, you're doing it "right."


* Everyone writes down the race they want, then reveals it. If no one else wanted it, it's yours. If more than one person picks the same race, that race is removed from the pool and the conflicting people repeat the process. This encourages people to avoid tried-and-true races.

** Everyone starts with X trade goods (X = 4 or 5 is common) and can bid them for the right to choose first, second, third, etc. You keep whatever trade goods you don't bid. Note that, because this method involves you starting the game with trade goods, it is explicitly a variant house rule!

Whatever you do, don't reveal race selection until the galaxy has been built. If people know you are the winnu, they will put a nebula on your path to mecatol. If they know you are muaat, you will have no chance of getting the supernova. Creuss can't get good wormholes, saar will get one planet systems, etc.

My group uses the veto method. Draw one, chose or discard. If discarded, draw another to chose or discard. If discarded, draw a third that you must choose. Works for us.
