The map hexes that have a Infantry Unit Symbol, and a 2, are Strong points, I assume. Are these Strong points considered garrisoned? And if so, what does the "2" stand for? Thanks.

Those represent fixed garrison forces. There are no counters for them except in the vassal mod. Note at the bottom of the Soviet Scenario 1 Set Up Card and the German Scenario 1 & 3 Set Up Card. Those forces are noted as being on the map. Also note the map locations are correct. In some cases the scenario cards misidentify the location hex. The map is correct. The card is not.

Garrisons are not strong points per se,though their locations may coincide. There are situations where strong points may be built without a fixed garrison unit.

The number on the garrison unit is its combat factor.
