I'm thinking of trying the following as a variation on the high priest rules to see how it affects their integration in game play with my gaming group.

Motivation: we don't use high priests very often -- this, in spite of an understanding of their use -- and we don't ritual as enthusiastically as we ought to.
Additionally, we tend to be a bit too cautious when it comes to conflict (explanation follows).

Any criticism or ideas would be appreciated.

1) Add the High Priest in the game set up. That is, he's free in the setup, starting power remains at 8.

2) While a faction's High Priest is in play, the Ritual of Annihilation expense for the faction is reduced by 1 power.

With the exception of the above changes, follow PG's High Priest Rules: ie if your High Priest is killed, sacrificed, or eliminated, recruiting a new high priest costs 3 power...

My rationalizations:

#1 Now he's in play at game start rather than neglected because he's seen as too costly an investment when power is scarce.

#2 2) Introduces tension between popping the High Priest and keeping him around to get a more expert and efficient Ritual of Annihilation at reduced cost (He's a professional, that's why we hired him).

#3 Additionally, 2) makes him even more of a target of other factions, thus promoting conflict.

#4 There's 1 more power available in the game at the first gather power cycle. Assumption: power promotes conflict.

This helps out Windwalker more than any other faction, as they want to ritual a lot with their spellbook, it is a 1/5 reduction everytime, whereas the reduction is much less for others.

Good point.

So, minimally, there'd have to be an exception where the reduced cost doesn't apply once Herald of the Outer Gods is acquired by Windwalker: a ritual of annihilation can only be so efficient.

Does that work?

You could have High Priests let their factions Ritual as if the track was 1 space further back. This would mean it often, but not always, gives a 1-power discount, while also not interacting with Herald of the Outer Gods, and not making the 1st Ritual potentially cost only 4 Power (which might for example benefit Sleeper).

That sounds like a good adjustment.

So, as an example, the very first ritual of annihilation would not be discounted and would remain 5, but the 2nd one would be discounted as 5, given the ritualing faction's high priest is still in play.

another edit...

Covering both Afrofrycook's observation and your point:
"A ritual of annihilation cannot cost less than 5 power."
