The special rule in this scenario reads "When there are 2xCx(L+1) tokens on the item card..."

I can't find where the variables in the formula are defined anywhere. Is C the number of characters or the level of the character with the staff? Is L the level of the character with the staff, the scenario level, the average level of the characters?

C is the number of player characters, L is the scenario level (typically the same as the monster level unless you're playing with the solo bump).

For reference, the description of the Variables can be found on page 34 of the rulebook, in the section "Scenario Special Rules"
