Does anyone have opinions on rating the commanders from easiest to hardest?

I know that schemes/plots can alter this but I am more thinking the basic scenario, a commander with his always-leads group, what are your thoughts people?

Just from the villain set?

From weakest to strongest :

Professor X
Yes, he can go all the way up to 18, but you can just buy the hero he grabs. He also rotates the HQ for you, so it's not that big of a deal.

Odin
Again, he can go from 10 all the way up to 20 but it isn't that big of a deal removing henchmen from the city.

Yes, if you don't have any, you get a binding. Not that impressive to be honest. You can get rid of those. Plus, he might have a future turn where you lose a card in your hand because the binding is in it, but you added a henchmen to the city that lets you draw.

Nick Fury - If his strikes go out early in the game, you're hardly effected. Later on at best you have to skip a turn - which isn't nice. But it's not as bad as


Doctor Strange.
This is annoying as heck if the scheme is something that's highly dangerous where the twists are a timer.

He's essentially speeding up the clock which is one of the most dangerous things a mastermind can do for you.

Nourn Stones with him are an abomination.
