Is the word out as to when CoC will be reprinted? Last I heared was yes eventually, but not soon.

And to answer your question. Since the games take a different enough approach, I'd take both.

You can still find copies of C&C for descent prices. That's said, i don't know for how long. I buyed a copy of the base game for 50 euro an a second hand market.

This is a Funforge project, you wont see it until 2020. By then you could be dead or have played Clash of cultures at least 50 times.

I haven't played Monumental, but...

The two games look quite different mechanically. If you are a sucker for 4x games, you should look for a good opportunity to pick it up. I very much enjoy what CoC does right. The flavor comes through in spades with CoC. The tech tree works very well. And it plays very well with 2; it's best with 2, pretty good but slow with 4, and worst with 3 (the map squishes you together, and makes already-too-strong military even more dominant).

My personal favorite 4x for 4 players is Eclipse. It has some imbalances right out of the box, but with judicious cherry-picking of expansion systems and house-ruling, you can easily whip it into fantastic shape. It plays much more smoothly than CoC with 4, and also accommodates 6 very well.

Eclipse too suffers at 3 players, for opposite reasons: the map is too spacious, allowing players to essentially play solitaire for most of the game. I have ideas I'm working on for tuning a 4x game for 3 players. Hopefully it'll be in playable shape by the time Monumental ships.

Going along with what was said here I personally prefer Exodus Proxima Centauri over Eclipse for the better balance and optional modules that work great at all player counts.
