If I’m building out from a narrow gauge City such as Trapani and lay dual gauge track across mountains, what is the track laying cost? 40 or 160 L?

The track will act as Narrow gauge, but it’s technically neither standard or narrow track.

Dual gage track always costs like normal track. Think of it as including both.

Footnote 13 in the track laying section says "Brown double gauge tiles have always to be paid at full cost." Also earlier it uses full cost when the rules mean "price for standard gauge".

Looks like the clear intent is that dual gauge track is paid for at standard rate even though the wording could be tightened up.
