Subject: How to win a war, on the cheap rss

So you're a fiercely proud nation and your neighbors are really getting annoying.
You have a high level meeting with your staff and decide that declaring war on them is the only solution. But your treasury department informs you that each of the missiles that you want to use cost over $1M each (Tomahawk missiles are estimated to cost $1.4M each). And you've only got $5M set aside for ammunition. What do you do?

$5M would buy you a lot of things. 5 million tacos. 4 million ball point pens.
Or even more of certain little things. What if you bought $5M worth of marbles, or paper clips, or even just gravel from a quarry?

Now you can send your planes over an area and drop mass quantities of something like that. Some casualties are probable if you used gravel, but nothing like an incendiary bomb would leave. But leaving everyone up to their thighs in paper clips could also be pretty effective, and without loss of life or damage to buildings.

What would you dump on your neighbor that would ensure that they'd be phoning you up, begging you to stop and welcoming a peace treaty?

I figure that certain manufacturer's could be persuaded to lower their prices if you promised them $5M in sales.
I reckon you could buy about 7.5 - 8 million bottles of this, for instance:



Have two dozen guys with a backback full of bottles each make a low pass and glitterbomb the enemy out of the windows of the plane.

Could you imagine the chaos on the ground, if it rained glitter for hours at a time?
You might need to ask for a refund for $3M in unused bottles.

There is the risk of glitter fallout depending on target and prevailing winds.

As a sidebar, I thought the opposite of defoliation might be effective against in urban areas. Kudzu seeds genetically modified for extremely rapid growth and packed in super potent fertilizer mini-bomblets. I'm thinking overnight growth. Clog the streets and doorways with plants. But same risks as glitter fallout I suppose.

Rhubarb grows really quickly, maybe use that?
