I plan to play the open action variant tonight. One thing that isn't covered in the pdf on this rule is if players still select two empire cards each time they recruit. Since they'll be the active player each time they'll always be getting a new empire card each recruit action, and I wonder if this would unbalance the game a bit? A potential solution would be to just allow the added empire card benefit only once per phase, which would mean players could do it once before the colonisation card, once when they play the colonisation card, and once before the deck runs out. So a limit of three empire card draws in total once the game begins.
Or is it best just to allow lots of empire cards to be drawn.
Any thoughts very welcome.

Yes, this variant allows players to gain a few more Empire cards than normal if they recruit often. Players will need to take this into account, but it shouldn't cause any issues with overall balance.
