I know I can't remove science tokens already placed on a project or switch them to another... BUT, can I simply discard the project and get those tokens back or do I need to wait until the command phase... research another to put me over my limit, and then discard the one containing the tokens?

You can't voluntarily discard projects. When forced to do so you lose the science tokens on them. You do not get them back.

Thank you (kind of) We are currently working through our first game and I was really hoping for a different answer. It would have really helped me. Can't believe we missed the "return to supply" in the rules

You have to put yourself over the limit.

I think the intent is to stop people from scuttling their projects when their blue nodes are threatened.
