The rules say to shuffle the werechow goal plus a number of goals equal to players+1 before dealing them out (seven total goals in a 5 player game), the undealt goals get returned to the box facedown.

With 3 or 4 players each gets two goals. The above setup wouldn't work as in a 3 player game you would only have 5 goals shuffled which is insufficient for two each.

The rules don't suggest how many goals you shuffle for a 3 or 4 player game. It matters since this also determines the size of the auction deck and if there are cards in there which nobody will have as a goal. I would guess twice the number of players plus 2 (8 goals for a 3 player game and 10 goals for four players) would work OK but would like clarification.

Keep in mind that there would only be 3 total goals used, as each goal is shared by two people.

(2+2+2)/2 = 3

With 5+ players each goal is shared but with 3-4 players each player has their own (individual) two goals. So with 3 players there will be 6 in play, with 4 players 8 goals in play.
