This card has managed to come out in a couple of games and question about it has bothered me. The limited war is now in effect part. Both times there were no war anywhere. So the effect is limited war cards may be used after but no actual war anywhere?

Yes, this can happen. Though all Allied Countries are still under Policies, the effects of Limited War now apply.

One of these effects though is that the Axis faction can now Declare War on Neutral Countries during the Final Administrative Phase (6.1 War & Pease Segment) without any card play.

Much better though: Several Axis Cards now allow the Axis to Declare War on Neutral Minor Countries already during the Option Card Segment.

That should help removing a Policy or two.

Also, now the Axis can voluntarily end a policy by directly attacking an active PAC country, like France, Britain, the USSR, or any other minor country that had previously activated as Allied (13.6.1.2: "Voluntarily ending a policy").
