Would a German combat unit that has a four space uncontested LOC to a railroad which has an uncontested loc to a permanent supply source be in supply?
Nope - that is more how the Soviet supply works. You have to "chain" as the Germans....4 spaces from the unit to a depot, 4 spaces to another depot, to another, till you eventually get to a permanent supply source. RRs allow you to go at a faster movement to trace this...as each space counts as only 1/2...anyone (depots or units) can use this discount rate and it is RRs only function (well, the RR bridges are important too).

Isolated just means the unit must roll on the attrition table. That is the only difference between OOS and Isolated.
In fig 6, both units are isolated but the illustration is to show how lack of supply works. Isolation is illustrated on figure 7.
