Apology if this has already been asked but for someone who might like to design there own FFGD scenarios, what factors determine where the initiative pawn is placed at scenario start?

It boils down to how much (and what) do you want the aggressive side to accomplish before the opposing side gets initiative.

For example, if the Germans historically started a scenario with a bombardment then moved to contact, you might give them 1 + 1 + 3 - 1 initiative (along with at least two air/artillery cards in hand): this would be enough for two barrages and a move order with the initiative pawn landing in the opponent's "1" space.

Of course, defensive fire usually derails this clean math (intentionally), as does the starting player choosing to do something entirely different as their first order.
