I'm assuming it is just left over from War at Sea 2, or did I miss something?

After much soul searching, I decided to leave out the Black Sea. It really didn't add much to the game, at least in terms of meaningful decisions. When you look at the forces that were there, and the restrictions inherent in the geography, it basically comes down to:
1) Does the Soviet Fleet sail? Die Roll
2) Will they eliminate the Coastal U-Boats? Die Roll
3) Will the Coastal U-Boats sink a ship? Die Roll
All three die rolls are completely devoid of decisions; all the units are locked in place. The only possible decision is whether the Germans will allocate an air unit to hopefully avoid an Allied VP. Hardly a legendary fight. The counters are still there in the PNP files, if you want to use them.

Plus, by the time you put in a port for each side, and the necessary text, that area of the board just got way too cramped.
