I could use a clarification regarding Mutin's Numidians and similar events: "Mutin's Numidians -- Place one Carthaginian CU and a PC in any non-walled city space in Sicilia that contains no Roman CUs. If the space contains a Roman PC, the PC is simply flipped."

Does "the PC is simply flipped" mean that no CU is placed there? I can interpret "simply" two ways: 1) for convenience, simply flip the PC marker and then add the CU, or 2) instead of placing a CU, only flip the PC marker.

skink (#34626),
I've always played the former (you still get to add the CU).

Re:Mutin's Numidians
skink (#34626), Brad is correct. The Roman PC is replaced with a Carthaginian PC AND you still get the 1CU on that space.
