Strategy / rule question: what if you decided not to play any of your property or money cards throughout the entire game (only using Pass Go action cards to build your hand) until taking three turns to play completed sets from your hand, ending the game?

From the rules it says: "You don't have to play any cards if you don't want to". There is no hand limit. The rules also say: "If you have no cards in front of you to pay with, you don't pay at all!".

If you play property cards, you can use them to collect money from rent, however money is only used to pay other players if they use an action card charging you rent. But if you have no cards in front of you, then you don't have to pay at all. None of the action cards could be used against you because nothing can be taken from your hand, only your cards on the table.

I don't see the incentive to play cards until the very end when you are able to win the game. If all players use this strategy, then the winner is the player who has the best luck of the draw. If no players play any cards, it's possible for the game to end in a stalemate.

An easy fix would be to change the rules so that on your next turn, you draw the same number of cards as you played the previous round. Play one card, draw one card; play three cards, draw three cards. You could still play no cards, but you also wouldn't get any cards the next round. The game would be more about what's on the table and less about what's in your hand.

There is also a limit on the number of cards you can play each turn.

Interesting idea though to burn through the deck and let the deal breakers and just say no cards come out... It could work in a 4 player game for a couple of turns.
