I have heard the term recently to describe the card game Clubs and I have a guess at what it means, but I would like to be sure. What is a climbing card game?

Tichu is the most well-known ladder-climbing game in gamer circles. Unlike a trick-taking game, the goal is to shed your cards as quickly as possible, while picking up the point-value cards. "Tricks" can consist of single card plays, pairs, triples, ascending sets of pairs, full houses, straights, etc. Other ladder climbing games may have more greater or fewer "trick" options.

Other popular ladder-climbing games include Clubs, Ladder 29, Chimera, and Haggis.

climbing is the more accurate term, ladder works... but climbing.
Trick taking is normally 1 play per player per round, so equal number of cards player per player per round.
Climbing/ladders do not go 1 around instead they go until all players consecutively pass, which results in a non equal number of cards played by players per round. A turn may go 2, 6, 8, 9: pass, pass, King(12), pass: Ace(13), pass, pass, pass. Round over. Effectively climbing to higher numbers. Players one and three have played 2 cards, two/four only 1.

Very arguably. I'd say UNO is a *shedding* game (i.e. a game where the goal is to get rid of your cards), but the ladder climbing aspect is more about the fact that in a particular round you're trying to play higher and higher cards (or sets of cards) until everyone else passes. So the classic ladder climbing game would probably be something like Big Two.
