Is this program in the game as a joke?

Or is it a typo for "The Dialogues of Plato"?

Or was there actually some thing called the "Dialogues of Pluto" in ancient Rome?

Pluto was the Roman god of the underworld... It's probably intended as a riff on The Dialogues of Plato, with that in mind.

Yes: the fact that you need cages for "The Dialogues of Pluto" made me think it might be some kind of a spoof on Plato's story of the cave in The Republic.
