Yes, my wife and I have had one non-military victory in a two-player game (Sauron on 15). With average to above-average luck we finished in good shape. The only board we skipped was Helm's Deep (IMO the "killer board" of the game), and in Moria we followed a strategy of purposefully _not_ finishing (or even advancing on) the main track, but instead wait & prepare for the events (instead using those turns to advance on secondary tracks, heal and defeat foes). Worked well.

I've also had one success in a five-player game (Sauron on 12); in this game we skipped both Moria and Helm's Deep, which worked OK as well.

Specific things I aim for include getting Gandalf's Letter in Bree, and getting Pipeweed in Isengard.
