My 8 year old received King of Tokyo for his birthday and we love playing it. He is asking for an expansion for Christmas. But his younger sister (5) loves it too. Can anyone recommend a similar game that she might like to play?

I suspect King of New York will be somewhat more complex for a five year old.

Something more straight forward would be plain old Yahtzee

Something else that uses dice could be Bang! The Dice Game

Something that is going to be enjoyable at her age would be Potion Explosion

Some of the Family Game Rank titles are interesting - they don't look like family games to me (ie all ages)

Sushi Go Party is another great one that I've spotted on there

Yeah, the way people use "family-weight" is a bit odd in the hobby. Maybe they term games that children below a certain age can play "children's games?" In any case, I think whether something appears on the Family Games chart or not is a matter of user votes (which means many games don't make it onto that chart because no one's bothered to vote them on).
