How to understand this fragment from page 4:
Quote:
U.S. (green): 1 navy on Hawaii/Philippine, 1 army on West USA/ East USA

Does it mean:
1. One navy on Hawaii and one navy on Philippines; one army on West USA and one army on East USA
or
2. One navy on Hawaii or on Philippines; one army on West USA or on East USA.

The illustration suggests that the first interpretation is correct.

Just uninformed. What does the navy on the Philippines represent?

We use circle area as islands area to simplify the real map. The navy represents the United States Asiatic Fleet patrolling the Philippines islands.

However, the token on the map is only used to control area and build the supply line in the game. So it is not really represents one specific army or navy. When you attack, you use the operation points on the card with the advantage of the technology you developed.
