This isn't exactly a "mechanics" strategy, but more a historical accuracy one.

For so many years Israel lacked in resources (man and machine) and the friendliest border they had was the Mediterranean. Due to this, they always placed Intel above everything else by working to acquire it with a survivor's desperation that fosters unorthodox creativity. Many Israelis consider this the primary reason they havent been overrun (that and luck).

Does the game reflect this? Is focusing on Intel the way to success and, conversely, allowing it to have a passive role in your campaigns be a quick stop to failure?

I read similar information when researching Israel's history through it's wars, and Intel is shown more abstractedly in IAFL.

You know where the Targets are, and are given a few options every day on which Targets you want to Attack. As you Destroy more enemy Targets, they will increase your general knowledge of the Enemy plans, which will allow you to remove their Aircraft or their Sites when you're flying on Mission.

An intel advantage is only one of several reasons the Israelis have not been overrun. In addition to usually having the intelligence advantage, the Israelis have made better use of surprise, are better trained, have better leadership, and their units exhibit more cohesion.

Moving to the specifics of your question...due to the way the game works, you are hyper focused at preventing the Invasion track from advancing since spaces on that track grant several (cumulative) penalties and many of the campaigns have as their last Invasion track space "Israel is Overrun" (aka campaign fail regardless of how well you are doing). Also, due to the way targets are drawn, the Recon track is very related to the Invasion track, so the Recon track is pretty important too.

That said, advancing the other two tracks (Intel and Infra) will definitely help out on missions which may directly lead to the Invasion track advancing fewer spaces or having a lower Recon value. Having fewer defenses to deal with and/or fewer hits to destroy the target always comes in handy.

So while Intel isn't as emphasized as you seem to hope, I would say that this game does capture the feeling the Israelis have of being surrounded by foes and having to punch above your weight to have a good chance to succeed. Also skills are fun, but they sure do add to the AP when choosing pilots.
