I know this has come up in the past but I am wondering if there is an official ruling on it.

I'm playing as m26 and first eligible right before the third prop card.

I notice all the DR(second eligible)has to do to get the win on the victory check is to march and their is nothing the M26 can do about it.. Except the M26 can terror and basically force the DR to terror by the flow chart priority as they will then have an underground guerrilla in an active opposition space.

I see this is a valid option for the player to force the long game but it just feels odd the bot will just ignore the victory.

I've added a screen shot to show what I am talking about.
For the DR to win the game all they have to do is march from Camaguey to Oriente to meet the victory conditons. To stop that all the M26 would have to do is Terror in Le Habana to force the DR to terror on it's turn instead of march.

Also on a side note in this sititutation where If the DR did marchf but did not meet the victory condition would this be correct that the next march from the 2nd bullet point would be from Santiago de Cuba to Sierra Maestra due to not losing control because of the closed Casino even though after the Prop round they would lose control from the Casino opening??

First, I note that unless you are playing the 3-Propaganda super-short scenario (where the 3rd Propaganda is the final one), you could do an Attack+Ambush in La Habana instead of Terror and remove a DR Guerrilla+Base there. That would make it impossible for DRbot to win even if they Marched to take Control of Oriente.

To answer your question, it depends on how elaborate you want the Ops selection diamonds to be. In your situation, the relevant flowchart questions to make DRbot March instead of Terror would be:

"Next card is Propaganda AND March can add enough Control to put DR at victory AND 2nd Eligible Faction cannot then remove enough DR Control again to prevent DR victory?"

E.g., if the Faction Order had neen reversed you as 2nd Eligible could've LimOp Marched to Las Villas; or a 2nd Eligible Govt with a few extra Resources could've Assaulted in Oriente, etc.

In your case, of course, the DR was 2nd Eligible so the "other Faction" part of the question was answered, and the March was obvious too; but in many cases the situation isn't as clear-cut. In those situations you'd need to work through what the DRbot (and possible one more Faction) could potentially do before you can decide what Operation DRbot will select... and although that's not as awkward as, say, the 1st Edition FitL NVAbot March or Attack decisions, it is still a rather long set of instructions and checks for a very narrow set of circumstances. Is it worth it?

Regards,
Oerjan
