Please explain how data spike works.
If I cycle 2 skill cards red. Is that 3 red damage?

If I cycle 3 weapon cards 2 spell cards and 1 hacking card is that 4 black damage 3 blue damage and 1 green damage?

1 red card is 0 red damage.
2, 3, 4, 5 or 6 red cards is 1 red damage.

1 black card is 0 black damage.
2, 3, 4, 5 or 6 black cards is 1 black damage.

1 blue card is 0 blue damage.
2, 3, 4, 5, or 6 blue cards is 1 blue damage.

1 green card is 0 green damage.
2, 3, 4, 5 or 6 green cards is 1 green damage.

Data spike in Base game is practically limited to 3 damage.
Data spike with High-Calibre-Ops can potentially generate 4 damage if some of the cards you cycle are dual color.

For the price of the card the attack value is low.

I wouldn't look at it as a way of dealing damage. It's primary function is to cycle cards in the Black Market. SR:C doesn't have rules for cycling the market like Dragonfire does.
