So the rules suggest playing the Commonwealth scenario first. Is there a specific or suggested order in which to play the scenarios?

No, you can play them in any order that you wish to, there is no campaign. That being said, and in my opinion:
- Commonwealth is more straightforward, so it is a good place to begin.
- The one based on Fallout 3 has a few additional tricks and is a good second step.
- The last two, based on DLCs, require you to change your focus in order to win (different objectives than usual, heavily combat-oriented map, etc.). They are fun to play, but maybe not for your first few sessions.

Chronologically in Fallout universe they occured in order :

Rise of the Master (New Cali exp.) - Fallout 1
New California (New Cali exp.) - Fallout 2
Capital Wasteland - Fallout 3
The Pitt - Fallout 3 DLC
Commonwealth - Fallout 4
Far Harbor - Fallout 4 DLC

Not saying it matters too much...
