How many games can people think of that use dice but the players never end up rolling them, and use them in other ways like just for their pips?

& do you think it's weird for a game to include dice where they never get rolled?

Deadwood Studios USA uses dice as player pieces with the pips indicating rank. It also has dice that you roll, but they are separate.

There are games in which dice are used as numerical markers in lieu of chits or dials, etc. Miniatures games. Spindowns in card games.

Oh, and some dexterity games use dice and missiles.

Teotihuacan: City of Gods uses the dice as workers (they can become stronger as the game progresses), and not once in the entire course of the game do you roll the dice, unless you want to roll for first player. It works pretty well, though.

Praetor uses dice as workers. They age and get more powerful as you use them. Eventually they retire and you have to pay them a pension.

VOLT: Robot Battle Arena
Three dice in three different colors, to indicate which order you perform the actions in. The pips on the dice denote speed vs. power: higher numbers do more movement/damage, but might be interfered with by the faster low numbers.

First one I ever run across was the 1970 game Extinction: The Game Of Ecology.
Dice are used to indicate the populations of different species.

Haze Islands A PnP where the monster is represented by a die which you turn to indicate it's increasing strength while also keeping track of the rounds you have played.

Dungeon Roll has plenty of dice you roll, but also has a D10 to keep track of what level of the dungeon you are on.

Cottage Garden uses a die as a counter for which round it is and which row/column is currently available (position of the die around the board is the row/column, number of pips is the round number)
