Subject: Moving through an attacked City rss

7.31 “Blocks moving into an enemy occupied area engage in battle and must stop on the road/rail leading into the area.»

In nearly all other blockgames, attacking blocks move « into » the area, which is therefore contested.
All other blocks, enemy or friendly, moving into that same area must stop there.

In SotE, blocks stop on the road and attack the area from one side.

Question: If Russian blocks attack a Polish occupied city from road “A”, may a Polish block coming from road “B” move through the city and exit via road “C”?

I can see 3 options here:
1) The Polish block must stop as the city is under attack. (most “typical” rule)
2) The Polish block may move through, as both roads are not threatened by the enemy.
3) Movement is subject to the “pinning” rule. The number of Russian blocks coming from road “A” pin an equal number of blocks in the city. Only blocks in excess may continue their movement and leave the city.
