I apologize for such a trivial question but since the USSR is the only power in the communist ideology, it can never form an alliance with anyone and the VP score of the USSR is always going to be equal to that of Communism. So I'm wondering why there is an alliance box on the record display as well as two distinct "USSR" and "Communism" VP markers.
Are there optional rules somewhere about a possible alliance between the USSR and a post-civil war China turned communist?
