If the rule is used RAW it means that a fanatical defense may always be used in non overrun terrain (Forest / Rubble).

We had the case where the dice result was an huge overrun result but no overrun could happen because combat was in a rubble city terrain. And guess what : Russian played a fanatical defense :-)

Is it correct ?

As we find this case 'limit' we play this way : fanatical defense may not be played if the dice combat result is an overrun result (even if the overrun do not occur due to combat terrain).

The attack you describe is not an Overrun due to the presence of rubble. So the play of fanatical defense has turned the German success result into a stalemate result.

You can play it otherwise as a house rule if you wish, of course.

Ok, thanks for the confirmation about this RAW.

Here, we use this home rule to avoid unrealistic situations such as a single unit worker in a rubble area transforms a final combat result 10 VS 22 into a stalemate. Fanatical defense may of course happens if the dices say so :-) but if not we consider defender unit has been wiped out even if no overrun occurs due to rubbles.
