Do ports considered as a supply source for the Germans?

No. Though Festung markers supply the units under them and have to be in fortified ports. German supply sources are German major cities. Rule 4.4. I doubt the Germans could get ships through to a port that's behind allied lines. U-boats brought in a few tonnes.

Thanks for your answer. But most importantly for the explanation behind the rule.
Without that, it seemed to me non logical.

Well by this point the Allies had total control of the Channel and North Sea; wasn't any realistic way for the Germans to supply their ports by sea.
