I am sorry if this question was answered somewhere else, but I have been unable to find clarification.

It is my understanding that if you share a space with an enemy, the only actions you can take are FIGHT and MOVE.

Am I correct?

I'm pretty sure you can EXPLORE as well.

The only exception to that rule is if you have declared loyalty to one faction and are in the same space as one of those faction tokens, you can perform any action.

Correct.

Active enemies, and faction enemy tokens you have not declared loyalty towards, prevent the encounter, camp, and quest actions
