Having 2 enemies within a tile of you is more likely and more desirable than having multiple enemies on a single tile. Also being one tile away from a foe is often better than being on the same tile as it. Both spells have their place.

That's not what flaming sphere actually does btw. It's also not what fireball does.

Fireball attacks all foes on a tile, so does flaming sphere.
Fireball costs an action when you deal the damage. Flaming sphere can be cast when there are no monsters to target, and effectively becomes free damage.
Fireball might only deal 1 damage to a monster, but it might instantly deal 3. Flaming sphere eventually causes 3 every time, but takes at least 3 rounds to do so.

Also fireball can't be used to deal damage to monsters that you found while exploring 3 tiles away with arcane eye.

Different wizards (or sorcerors) are different.

Flaming Sphere doesn't apply ALL damage of three tokens. Read well the spell.
