Aphra's ability on her flip side allows her to perform a market action during the Planning phase. Is the in addition to the regular Planning actions or does it replace them? We assumed it became a fourth option for the phase.

Yes, any ability preceded by the word "Planning" becomes an additional option ("instead of") during the planning step (see page 13 of RR).

Yeah, Aphra (thus far after 5 plays) seems a bit OP... Our last 3 player game, she ran away with the win by not only being able to acquire the Skill she needed for the hardest part of any skill test, but also with her two shopping actions per turn, plus she picked up the ally W1-LE which let her shop in the encounter phase at navpoints. So, with 3 shopping actions per turn, and almost always having all skills she needed for every test, Aphra became a juggernaut.

She may need some houseruling, or possibly just get retired to the single player game only.

Yes, but it's only 3 market actions if you don't move and don't complete any jobs/encounters that turn, so it's not unlimited.

(Haven't played the game yet, so I don't know how it really compares to other characters in play.)

You are right, and I honestly don't recall if the player was doing it right or not (moving AND shopping in Planning, or only one or the other). However, even just her built in ability of picking any one skill she likes on a turn as one she has is definitely a VERY powerful advantage, especially in the early game.

The main lesson we learned was; do NOT allow Aphra to get W1-LE in her crew. So, if someone picks Aphra as a character, then one other player should REALLY consider taking IG-88 as a counter in case Aphra snags W1-LE in the game.
